I have the honour to confirm my telegram of
the 14th. instant and to inform Your Excellency that a Bill entitled An Ordinance to prohibit the Exportation of Prepared Opium to China has been introduced into the Legislative Council of this Colony and has passed a first and second reading.

In your despatch of the 27th. of last
March Your Excellency informed me that a memorial was presented
to the Throne on the 22nd. idem to the effect that His Majesty's Government had agreed that both countries should take steps
to stop smuggling and recommending that the trade in prepared
opium to Hongkong from China should be prohibited and that an
Imperial Rescript had been issued. But, as intimated in my despatch No. 10208/06 of the 15th. of last January, I do not
propose to proceed with the Bill until an Imperial Decree
prohibiting the export of prepared opium from China to Hong-
-kong shall have been issued and a copy of it is in my hands.
I shall be obliged therefore if Your

Excellency will be good enough to inform ne when such a decree
will be issued.
